What does income restriction stand for in California home rentals?

I have been looking through SF Bay Area rental ads and, in some of them (the affordable ones), I have repeatedly found the disclaimer "income restrictions apply". I simply don’t know what it means.
What it means is that your total family income CANNOT be over a certain amount ,sounds like a tax credit property!\
if you make alot of money you wont qualify! best thing to do is call to see what their limit is …
